    These unattainable demands are the result of KWUA's friends on their KBRA agreement, PCFFA/Pacific Coast Federation of Fishermen, and tribes and other environmental groups, litigating to demand these regulations. "Representatives from the PCFFA, Karuk Tribe, Yurok Tribe, Klamath Riverkeeper, the Klamath Forest Alliance and the Sierra Club testified at the meeting in support of the TMDLs." (KBC NOTE: a KBRA author Craig Tucker, spokesman for the Karuk Tribe and former environmental activist, is a member of Klamath Forest Alliance and founder of Klamath Riverkeeper.
     Their KBRA, Klamath Basin Restoration Agreement, says, "The Parties commit, subject to Applicable Law, to support the development and implementation of appropriate TMDLs and other water quality improvement programs adopted by the states within the Klamath Basin."
