Thank you for holding this meeting up here in the Upper Klamath Basin watershed.

My name is James R. Ottoman and I served on the Oregon DEQ Water Policy Advisory Board from 1976 to 1982. I was also a member of the Oregon State Water  Board. I have two questions for you:

1. Is Colorado water presently monitored for quality as it enters California at either the Imperial Canal or the Colorado Aqueduct?

2. Would a more feasible and practical solution for setting TMDL in the Upper Klamath Basin be by using the Klamath Basin River Compact?

Decisions should be made by those who are affected and not by those in Sacramento or Salem.

I believe better decisions are made locally. In this watershed you already have cities, counties, State Agencies and FEderal Agencies involved in water quality.
